The Project
The City of Greater Bendigo is inviting the Eaglehawk district community to be involved in the preparation of a new structure plan.
This plan will replace the 2013 Eaglehawk Structure Plan. Since then, Eaglehawk and the surrounding suburbs of Jackass Flat and California Gully have changed.
We want to hear about what you value about where you live, and how it could be different in the future.
There are a number of ways you can be involved:
- complete the survey
- identify locations you like or need improvement on the interactive map
- attend a drop-in session
- complete an expression of interest to be part of the community reference group
The development of the structure plan will:
The plan will be informed by the Managed Growth Strategy (2024) as well as the Eaglehawk Heritage Study that is underway.

Frequently asked questions
A structure plan is a big-picture plan that helps guide how an area will grow and change in the future. It looks at things like:
- Land use zoning: Where homes, businesses, and public space should go
- Transport networks: Roads, bike paths, and public transport
- Infrastructure planning: Water, power, and telecommunication services
- Environmental considerations: Protecting nature and the environment
- Community services: Places for schools, parks, health care and other services
Structure plans help manage growth and ensure any growth aligns with the needs of community and the environment. They also provide a clear guide for decision-making.
Structure plans are the strategies for an entire city, region, or precinct.
An urban design framework is for specific areas outlined in the structure plan. The design and recommendations need to align with the structure plan.
For example, the structure plan details an area for commercial development. The urban design framework for that area would guide how to design the buildings and public spaces in that area.
It’s important to hear from the people who live in the area. Their ideas help make sure the plan matches what the community wants and needs.
Community members can:
- Attend a drop-in session
- Complete the online survey
- Mark areas of interest or concern on the interactive map
- Join the Community Reference Group
- Provide written feedback
- Community members can also share their thoughts when the draft plan is ready and when it’s being put into action
