Elmore Plan Update

The consultation for the draft Elmore Structure Plan and Urban Design Framework has now closed. Thank you to everyone who shared their ideas and feedback.

During the consultation we received 86 comments from community members via:

  • 6 online surveys through the Let’s Talk page
  • 1 written submission
  • 26 people attending the drop-in sessions
Other key topics included:
  • Building more footpaths and improving pedestrian crossings

  • Improving public spaces and maintaining Elmore’s parks

  • Types of housing that suits Elmore

  • Types of commercial properties that suit Elmore

The feedback helped us better reflect community priorities within the plans. It also informed further work, particularly on roads, intersections, footpaths, and crossings.

Our team met with other City departments and external stakeholders. We then updated the plans to respond to the community’s concerns as best we could.

​We made updates to several actions in the plans, including:
  • Giving clearer guidance about the State Government’s role in making State‑owned roads safer. This includes safety for people walking, riding, and driving. This applies to roads like Railway Place and the Midland Highway.

  • Suggesting a formal agreement between the City and DEECA to manage the Campaspe River reserve.

  • Adding a new proposed footpath on the Midland Highway between Michie Street and Hervey Street.

  • Changing the example of a trial shared zone so large vehicles can still use Michie Street.

We are now finalising the documents for adoption. This process is almost complete. We aim to present the plans to Council for adoption at the June 2026 meeting.

Following adoption the next step will be to start the process to include the plans in the Greater Bendigo Planning Scheme.
