Early Years Infrastructure Strategy update

We will be replacing the proposed Early Years Infrastructure Strategy with a four-year Early Years Infrastructure Framework. The framework will be a living document that is regularly reviewed and updated to ensure it remains relevant.

The framework includes:


Consultation

We have talked to key stakeholders including Shine Bright EYM, YBallarat EYM, City services Annie Galvin ELC and Helen Jessen ELC and Department of Education.


Key recommendations in the framework:

  • Maintaining all current early years infrastructure until there are changes in supply and demand
  • Proposing a four-year pipeline of planned infrastructure development
    • Marong Kindergarten – new build (funded)
    • Spring Gully Kindergarten expansion – design funded. Build unfunded
    • Epsom Kindergarten expansion – unfunded
    • Site feasibility studies – Elmore, Kennington, Flora Hill, Kangaroo Flat, Heathcote, Bendigo North, Bendigo and Eaglehawk kindergartens and Helen Jessen and Annie Galvin ELCs - unfunded
  • Outlining findings of six feasibility studies already undertaken
    • Spring Gully & Epsom kindergartens - site suitable for expansion
    • Neangar, Havilah Rd, White Hills and Axedale kindergarten – site not suitable for expansion. Buildings to be maintained until there are changes in supply and demand and as options are explored
  • Advocating for investment in early years infrastructure
  • Working with the Department of Education and providers to monitor and respond to changes in supply and demand
  • Working with Department of Education and service providers to promote quality early years services being delivered from City owned or managed buildings
  • Supporting the development of Victoria’s first state-run early learning centre at Eaglehawk North Primary School

The proposed framework will be presented to Council in December.
