The City owns and/or manages 16 early years buildings and owns and runs two early learning centres.

The City’s Early Years Infrastructure Framework provides the strategic guidance needed to plan, deliver and maintain this infrastructure. State Government reforms have placed pressure on the ageing kindergarten infrastructure owned or managed by the City. Most of the buildings the City owns or manages for early years services are more than 35 years old, and some are no longer suitable to run a contemporary service.

The State Government reforms include free kindergarten, 15-hours of three-year-old kindergarten and the introduction of a 30-hour, pre-prep year for four-year-olds.

Work commenced on the Early Years Infrastructure Framework project in November 2021, and included consultation with key stakeholders and community to guide the draft framework document. Thank you to everyone who provided feedback and support throughout this process.

The Early Years Infrastructure Framework (EYIF) has now been finalised and approved. This is a living document that will be updated as work and projects are completed, and information is gathered. This means the City can respond to changes in the Early Years education environment, such as State Government reform.
