Walking
Walking is a person's most basic form of independent mobility and includes the use of aids such as frames, wheelchairs and motorised scooters.
The City is exploring street improvements to help make walking and cycling safer, more comfortable and convenient across Urban Bendigo, Marong, Elmore and Heathcote.
These changes may also help reduce unnecessary through traffic on local streets and improve access to schools, the university, shops, workplaces and other important destinations.
We’re inviting the community to tell us where these improvements could make the greatest difference. Your local knowledge will help us identify streets, routes and destinations that should be considered as priorities. You can add pins to the map and tell us about your experience.
Possible street changes may include:
The City gathered community feedback about walking and cycling in 2018, 2024 and 2025. This first stage of community engagement checks whether past feedback is still current. It also gives you a chance to tell us more targeted locations which could be considered for street changes to improve walking and cycling conditions.
Following engagement, the City will assess the locations suggested by the community alongside:
This process will help develop a shortlist of priority locations for further investigation and design.
In the next stage of the project, the City will share a list of priority locations. The community will be able to comment on whether the locations are suitable and whether the proposed changes could improve safety and comfort.
Nearby residents will also be able to explain how local access may be affected.
Some options may be tested through temporary trials before any longer-term decision is made. A trial would allow the City to check how the change works in practice. This may include checking traffic speeds, traffic volumes, local access, walking and riding conditions, and effects on nearby streets.

Cycling includes all types of pushbikes used for everyday cycling, commuting, recreation and sport. This includes electric bicycles, tricycles, recumbent bicycles and cargo bikes which are all becoming more common.
The City is looking for places where small street changes could make walking and riding safer, easier and more comfortable.
We will use information gathered through this consultation combined with research, data analysis and literature reviews to inform locations for potential street changes.
If a location is shortlisted, the City will share possible street changes in the next stage of the project. See below for a list of treatments that could be considered later.
The community will have another opportunity to comment before any trial or permanent change is considered.
The project focuses on local streets in urban Bendigo, Marong, Heathcote and Elmore.

We want to understand which locations and routes should be prioritised, where people want to walk or ride to, and what makes those journeys difficult. This could include access to schools, the university, shops, workplaces, parks and other community destinations.
Your feedback can also highlight issues such as traffic speed and volume, difficult crossings, missing links and streets that feel uncomfortable or unsafe. The City will consider this local knowledge combined with technical and road-safety information to identify priority locations and suitable treatments for further investigation or trialling.

The City has already gathered strong community feedback about walking and cycling in 2018, 2024 and 2025. We don’t want to duplicate what’s already been engaged on. We will extend on learnings gained from past consultations and use new data gathered to inform next steps of the Project.
In 2018, more than 700 people took part face to face. About 1,800 people joined online. More than 500 people completed surveys.
In 2024, more than 400 BikeSpot comments identified places where people felt safe or unsafe riding. The main concerns were not enough separation from traffic; traffic speed; unsafe intersections and gaps in infrastructure along key cycling routes.
A 2025 RMIT survey received 237 responses. People said the main barriers to cycling were not enough separated paths and bike lanes; unsafe cycling infrastructure; heavy traffic and congestion.
The City has since prepared a Protected Walking and Cycling Network. This network identifies priority routes and treatments.
Seven years have passed since the 2018 engagement. The City now needs to check whether the same issues remain. It also needs current local knowledge about places where small changes could improve safety and comfort.
