The proposal

The City is a Naming Authority for places that they own or manage. Naming of all roads, features and localities in Victorian need to follow the statutory requirements of the Naming Rules for Places in Victoria.

Registering place names is essential to identify locations for managing emergencies and delivering goods and services in Victoria.

The City is undertaking this process to officially have this site registered with Geographic Names Victoria and protect our community.


The City of Greater Bendigo is working on a major project to improve the Heathcote Civic Precinct. This Precinct will become a new Community Hub for the people of Heathcote.

The Community Hub is from 121 to 125 High Street, Heathcote. This includes the following buildings:

  • The Mechanics Institute
  • Former Court House and Shire Council Chambers

The Hub will offer these services:

  • A Customer Service Centre for the City of Greater Bendigo
  • Maternal and Child Health services
  • The Heathcote Library
  • Community rooms that people can book

The City needs to develop a name for the Community Hub and register it with Geographic Names Victoria. This helps to identify locations for managing emergencies in Victoria. The City is now undertaking a naming process for this site.

The City has asked the Taungurung Land and Waters Council to suggest a name for the Hub in their traditional language. This supports City’s commitment to the use of Traditional Owner language in public spaces.

The proposed name for the Community Hub is Bibi Bibi Community Hub, meaning ‘all here’ in Taungurung language.

Naming the Community Hub will not change the names of the individual buildings. The Former Heathcote Court House and Shire Council Chambers will continue to be called this. These names are listed on the Victorian Heritage Register.

The Heathcote Library and Mechanics Institute are already registered with Geographic Names Victoria. You can see these on the map below.

Make sure objections to the Naming Proposal comply with the principles and process outlined in the Official Naming Rules for Places in Victoria 2022. An objection is not valid if it is non compliant with the principles and process of the Naming Rules.
