The project

The City has drafted an action plan for the Inclusive Greater Bendigo Strategy 2026 – 2032. We want your feedback to help test and refine the Foundation Action Plan.

We want to understand whether the proposed actions will make it easier for people to access services, feel safe, and take part in community life.


How we will create change

The Inclusive Greater Bendigo Strategy 2026–2032 was adopted by Council in July 2026. It is a long-term roadmap for building a more inclusive community.

The Strategy was developed in response to consistent feedback received through:

  • The Council Plan engagement process
  • A community needs assessment
  • Focus groups
  • City advisory groups
  • Ongoing engagement with community members and organisations

The Strategy and Foundation Action Plan bring together and build on the work of:

  • Cultural Diversity and Inclusion Plan 2021-2025,
  • LGBTIQA+ Inclusion Action Plan 2023-2025,
  • Youth Action Plan 2023-2024
  • Positive Ageing Action Plan 2023-2025
Rather than trying to do everything at once, we will deliver a series of action plans over six years. Each action plan will build on the progress, learning and partnerships developed in the previous phase.
  • Foundation Action Plan (2026-2028)

    Our first Action Plan focuses on creating strong foundations for long-term change.

    This is what we are asking for feedback on now.

  • ​Growth Action Plan (2028-2030)

    The second Action Plan will build on what we have learned during the Foundation phase.

    We'll ask for your feedback about this in 2028.

  • ​Transform Action Plan (2030-2032)

    The final Action Plan will focus on embedding and sustaining change across Greater Bendigo.

    We'll ask for your feedback about this in 2030.


Why we are starting with Foundation actions

This first action plan is called the Foundation Action Plan. It focuses on building strong foundations for inclusion.

The City of Greater Bendigo has many strengths to build on, including existing partnerships, community knowledge and work already underway to improve inclusion.

This Action Plan will help strengthen and connect those efforts, while improving the way the City plans, makes decisions and delivers services.

Some of these changes may not be visible straight away, but they are important for creating lasting change.

By getting the foundations right, we can deliver bigger improvements through the future Growth and Transform Action Plans.


What is included in the Foundation Action Plan

The Foundation Action Plan sets out the practical actions the City will take over the next two years to support a more inclusive Greater Bendigo. Actions are organised around four areas:
  • • Culture, identity and communication

  • • Lifespan

  • • Where we live

  • • Life circumstances

The Foundation Action Plan also includes actions to strengthen how the City works, including planning, decision-making, policies and partnerships.

Together, these actions respond to many different experiences of everyday life, and the circumstances that shape inclusion and exclusion. They recognise that people’s experiences can overlap, change over time, or be ongoing.
