The project

Historic homes, shopfronts and public buildings are part of what makes Greater Bendigo special. These places tell our story and shape our City’s character. We want to make sure any changes to these places respect their history while still meeting today’s needs. It’s important to protect and care for these places so future generations can enjoy and learn from our shared heritage.

The City have developed Draft Residential Heritage Design Guidelines and Draft Commercial Heritage Design Guidelines. These two documents will help shape the way we manage our heritage into the future. They will be used to help with making decisions about caring for, adapting, and developing heritage places. The guidelines don’t stop change. They support change that is sensitive, practical and in keeping with our heritage character.

  • Draft Residential Heritage Design Guidelines

    This is an update to the 2020 Heritage Design Guidelines, now renamed to better reflect its focus on residential buildings. This draft includes revised guidance and new provision for recognising Post-war heritage significance.

    The Residential Heritage Design Guidelines provide advice for heritage homes.

  • Draft Commercial Heritage Design Guidelines

    A new document developed to address a current gap in commercial guidance. It provides guidance for the development and conservation of commercial heritage buildings.

    The Commercial Heritage Design Guidelines provide advice for heritage shops, offices and other commercial buildings.

These guidelines apply to properties within a Heritage Overlay.

Check if your property is in a Heritage Overlay

You can use Bendigo Pozi to see if your property is covered by a Heritage Overlay.

  1. Open Bendigo Pozi.
  2. Type your property address into the search bar.
  3. In the left-hand menu, go to Planning → Planning Overlays.
  4. If your property is in a Heritage Overlay, it will be shown on the map.

If you are unsure, please contact the City’s Statutory Planning team.

We want your feedback on the Draft Guidelines

Your input will help ensure the guidelines are practical, clear, and reflect community values.

After we hear from the community, we’ll update the guidelines.

The final guidelines will then go to Council for adoption in early 2026. This will be followed by a planning scheme amendment to formally incorporate them.
