Update Elmore Toilets and Changing Place

The Elmore Public Toilet Project is currently at Concept Design stage including final consultation with stakeholders before proceeding to detailed design.

We have considered all feedback and modified the design to reflect a balance within the site constraints.

The community consultation process and working group review identified three common themes around:

  • Uni-sex facilities
  • Reduction of facilities / no urinals for men
  • Design / cladding principles for the setting in the historic site

The original plan had four accessible toilets and one changing place facility. The plan was presented to the community and stakeholders for consideration. Feedback focused on the building style, accessibility, number of cubicles and unisex toilets. The Elmore Progress Association (EPA) raised concerns about the reduced number of cubicles.

The updated design increased the number toilet cubicles addressing the EPA's concerns. City staff with relevant expertise reviewed the plan. It was then presented the plan to the Disability Inclusion Reference Committee (DIRC). The committee identified that accessibility and equity were not addressed.

A third concept plan was then prepared that balanced the first two designs. This included:

  • 8 individual cubicles
  • 1 Changing Place
  • 2 accessible cubicles
  • 4 ambulant cubicles and
  • 1 standard cubicle

This plan has the number of cubicles requested by the EPA and the need for fair and accessible amenities suggested by DIRC.

With the design and number of toilets proposed, it allows for several people to use the amenities. Also, the design caters for families by having space for a parent and young child to share a secure cubicle.
