The City of Greater Bendigo was funded by the Department of Education (DE) to produce an Early Years Workforce Plan (EYWP) for Greater Bendigo. The final plan has been submitted to DE for endorsement and support.
The EYWP is a five-year plan that supports the supply of the workforce required to deliver both pre-prep, and the continued scale up of three-year-old kindergarten, between 2024 and 2029. This plan will consider services delivered by the City as well as taking a more regional approach to addressing gaps/issues for Greater Bendigo.
This project presented the City with the opportunity to work collaboratively with service providers and educators in the Early Years sector. These stakeholders were consulted, and their ideas and feedback informed the final plan.
The EYWP is five-year plan that identifies key areas of focus and supplies a set of recommendations for DE, partners and the City. Key focus areas of this plan include:

Two key projects were also identified to respond to recruitment and retention needs over the coming five years. These projects include:
Scope of the project
To develop a new five-year Early Years Workforce Plan that will articulate to the Department of Education the state of Greater Bendigo’s early years workforce, supply a set of recommendations and strategies in response to forecast increase in demand for services, and to support services delivered by the City to recruit and retain staff based on current and forecast needs.
Actions to achieve the scope include:
- Engaging with key stakeholders
- Formulation of needs, gaps and opportunities
- Preparing a set of recommendations within the plan, guided by stakeholder input
- Identifying potential future projects and avenues for exploration to address gaps and needs
The City will not be responsible for delivering programs, training, conducting broad recruitment, coaching, funding, or changing sector conditions.
Feedback
Thank you to all who participated in the stakeholder consultation for the development of the EYWP, that was open from November 14, 2023 to January 26, 2024.
We received 54 contributions from a range of stakeholders that are being used to develop the draft EYWP.
Questions focused on understanding the gaps, needs and challenges experienced by the workforce and to gather recruitment and retention ideas for the workforce.

Next steps
A final plan has been submitted to the Department of Education and the City is formally awaiting confirmation and endorsement.
No resourcing or funding has been received for implementation of this plan, therefore any recommendations, included in the final plan, will be reliant on securing additional funding, to be delivered by key partners, cost neutral or within existing resources.

Stakeholder feedback
To be able to develop a meaningful Early Years Work Plan, the City gathered input from key stakeholders including:
- Staff working in the early years sector (educators, centre managers)
- Service Providers coordinating early years education and / or childcare within Greater Bendigo including long day care, kindergarten and central enrolments
- Training and education providers upskilling people to work in the early years sector e.g. Tertiary schools, TAFE, university and Regional Training Providers
The targeted surveys were designed to:
- Gather feedback from stakeholders on gaps, needs, challenges and opportunities in the early years workforce;
- Give stakeholders the opportunity to provide advice and expert knowledge to support the development of the Early Years Workforce Plan;
- Boost the City and the Department of Education’s knowledge of early years sector workforce needs, gaps, challenges and opportunities for Greater Bendigo;
- Collect data to draft recommendations and inform the final Early Years Workforce Plan, and;
- Collect data to ascertain future workforce demand for Greater Bendigo's Early Years services.
Thank you to all who participated in the stakeholder consultation for the development of the EYWP, that was open from November 14, 2023 to January 26, 2024. The surveys are now closed.
An additional consultation workshop was held in February with Early Years Managers, Education providers and other key stakeholders in the sector. They were presented with the draft EYWP which allowed for discussion and input into the key focus areas and recommendations. This workshop confirmed the direction of the EYWP prior to submitting the draft to DE.
