The project
The City of Greater Bendigo’s Reconciliation Plan (Barpangu) 2021-2025 outlines the City's commitment to reconciliation and to our local Aboriginal and Torres Strait Islander community.
Barpangu 2021-2025 was delivered with a 'whole of Council' approach. It focuses on three key themes: Respect, Partnerships, and Opportunities. It includes 71 actions to help the City support reconciliation both internally and in the wider Bendigo community.
The City is reviewing Barpangu as it ends in 2025 and has started planning for the next Barpangu Plan.
We are seeking your feedback on our delivery of Barpangu 2021-2025. We want to understand its impact and effectiveness over the past 4 years. This includes its impact on:
- supporting and empowering local Aboriginal and Torres Strait Islander peoples
- it's contribution to reconciliation across the organisation and the community
The City has engaged Liz Allen from Liz Allen Consulting to help with reviewing plans and documents and engaging with the First Nations Community, Traditional Owners, and key partners.

What's next
This will be the City’s third Reconciliation Plan, Barpangu. It will embed reconciliation as ‘business as usual’ across the City and ‘stretch’ the organisation to deliver innovative and aspirational actions. It aims to advance reconciliation and support Aboriginal self-determination.
